  1. Preheat the oven to 350 degrees F (180 degrees C) and prepare a cupcake pan with 4 liners. 
  2. To make the cupcakes, whisk flour, cocoa powder, baking powder, and baking soda together in a small bowl. Add sugar, egg, oil, vanilla, and milk, and mix until well-combined. Stir in chocolate chips, if using. 
  3. Divide batter evenly among 4 cupcake liners. Bake for 12-14 minutes, until a toothpick inserted into the cupcakes comes out clean. Allow to cool for 5 minutes in the pan, then remove to a wire rack to cool completely.
